Disciplinary Board

The Disciplinary Board (DB) is another component of the disciplinary process. If the State Professional Responsibility Board authorizes formal charges the DB acts as the hearing or trial panel for each contested case. All contested cases (discipline and reinstatement) are heard by panels of the DB. Each trial panel consists of two lawyers and one non-lawyer member of the DB. The Supreme Court appoints the DB from lawyers and public members nominated by the OSB Board of Governors. Terms are for three years and members may serve multiple terms.

Local Professional Responsibility Committees
There are 16 local professional responsibility committees (LPRCs) in Oregon. These committees, each made up of volunteer lawyers and one public member, carry out investigative assignments from Disciplinary Counsels Office or the State Professional Responsibility Board. Complaints involving a lawyer in a locality may be referred to the LPRC if the nature of the allegations or the location of witnesses or documents are such that a proper investigation must be done at the local level. LPRCs prepare written findings in reports that are submitted back to the SPRB for evaluation and action. LPRC members typically serve three-year terms. One member of each committee is appointed to a one-year term as chairperson.
